私たちは、日本の31のキリスト教教団教派団体からなる、日本キリスト教協議会で、人権が真に尊重される平和な社会をのぞみ、祈りをもって取り組んでいます。
つい先日、私たちはオバマ大統領に対し、日本の前政権が米国の「核の先制不使用」の決定についてブレーキをかけようとしているが、それは日本の民意ではないということ、アメリカ大統領として、しっかり核軍縮にまい進してもらいたいというお手紙をお送りしました。
しかし、１２月１０日のノーベル平和賞受賞に際し、オバマ大統領が「武力行使は不可欠なだけでなく、道徳上も正当化されることもある」と演説したというニュースが飛び込んできたことで、私たちは大きなショックを受けています。
「核のない世界にむけて」と題したオバマ大統領のプラハ演説は、私たちに大きな希望を与えました。なぜなら、核廃絶をひたすら願う私たちに、たとえ小さな一歩だとしても、前むきの方向性を示してくれたからです。
しかし、今回のオスロでの演説で、私たちの期待は大きく裏切られたような気がします。平和を求めているはずの大統領が、どうして暴力を正当化しうるのでしょうか。
武力で平和は作れません。紛争は、武力ではなく忍耐強い対話によってのみ、解決に導くことができるのです。私たちは、武力行使を正当化しようとするオバマ大統領の発言に強く遺憾の意を示し、強く抗議いたします。
あらゆる暴力は、正当化されてはなりません。
オバマ大統領は、武力行使を正当化しないでください。
武力によるのではない真の平和の実現をオバマ大統領も確信することができますよう、祈り願っております。

To the Honorable Barack Hussein Obama Jr,
President of the United States of America
As the NCCJ (National Christian Council in Japan), a network of 31 Christian organizations and denominations in Japan, working with prayer for a peaceful society where human rights are fully respected, we have recently sent you a letter expressing that the Japanese Government’s attempt to brake on the “No-first use” policy of the U.S. is not the national consensus of Japan, and asking you to further advance toward nuclear disarmament.
However, we have been greatly shocked by the news that you have made an address at the reception of the Nobel Peace Prize on December 10th that nations would find “the use of force not only necessary but morally justified."
Your Prague address titled “Toward the nuclear-free world” has given us a great hope. It has shown us, who desperately wish nuclear abolition, a direction forward, even though it may be a small step.
However, with your address in Oslo, we feel that our expectations in you have been largely failed. Why could you, the president who is supposed to wish for peace, justify violence?
Arms do not generate peace. Conflicts can only be led to resolution through perseverant dialogue, not arms. We express our strong concern regarding your statements that attempt to justify the use of force, and strongly protest against them.
Any violence cannot be justified.
Please do not justify the use of force.
We pray and hope that you will be able to support the realization of true peace, not by arms.
