私たちは、日本の31のキリスト教教団教派団体からなる、日本キリスト教協議会で、人権が真に尊重される平和な社会をのぞみ、祈りをもって取り組んでいます。
私たちは第37総会決議において、武力は平和をつくらないこと、核兵器保有による力の均衡というのは、幻影にすぎないことを宣言しました。 実際、今この時にも、そのような力によって地球上のいのちが脅かされているのです。命を守るための最良の方法は、核廃絶であることを、私たちは確信しています。
「核のない世界にむけて」と題したオバマ米大統領のプラハ演説は、私たちに大きな希望を与えました。なぜなら、核廃絶をひたすら願う私たちに、たとえ小さな一歩だとしても、前むきの方向性を示してくれたからです。
あなたの平和と民主主義への誠実な意志とは反対に、日本政府は、米国の「核の傘」への依存を強め、「核の先制不使用」の方針を、NPRに盛り込む方向性に抵抗し、その実現の障害になっていると報じられています。
しかしながら、これは、最近の選挙で敗退した自民党前政権の方針です。私たちは、新政権が、米国の「核先制不使用」の方針を支持し、核廃絶の立場に固く立ち、強いイニシアティブを発揮するようにとすでに申し入れをしております。
明確に申し上げますが、「核の先行不使用」「核の役割を核兵器抑止に限定」「核ミサイル（トマホーク）の撤去」などの貴国の方針に対して反対するのは、日本市民の意見でもなければ、共通理解でもありません。むしろ、私たちは、プラハ演説以降の「核の先行不使用」と核縮小への動きを強く支持するものです。
実戦における最初で唯一の核兵器の使用を体験した日本の市民である私たちは、オバマ米大統領の核廃絶への決意を支持し、私たちの応答として、すべての核保有国に対して、核廃絶により核のない世界へともに歩みを進めることを呼びかけます。私たちは、平和を作り出すキリスト者として、この取り組みを続けていきます。日本の市民は国が核武装することを決して許さないことを私たちは確約します。
あなたは、ひとりの人間としてもまた米国大統領としても、「あらゆる人知を超える平和の神」，地球上で最も力の弱い存在を含む生きとし生けるものを愛する神に祝福され支えられていることを覚えてください。平和とすべての人の尊厳が守られる核のない世界へと,世界を変革するための力と勇気を与えられますように、私たちは祈ります。

To the Honorable Barack Hussein Obama Jr,
President of the United States of America
As the NCCJ (National Christian Council in Japan), a network of 31 Christian organizations and denominations in Japan, working with prayer for a peaceful society where human rights are fully respected, we took the following action:
Our resolution at the 37th General Assembly declares that no military forces can create peace, and that attempting a balance of power through possession of nuclear armament is nothing but an illusion; in reality every life on earth is threatened by such "powers" at this very moment. We are confident that nuclear abolition is the best way to "protect life."
Your statement at Prague which included the words, “Toward the nuclear-free world," gave us tremendous hope. It showed us, who desperately wish nuclear abolition, a direction forward, even though it may be a small step.
On the contrary to your sincere will and determination for peace and democracy, it is reported that our Japanese government is going to strengthen its reliance on the US "nuclear umbrella," and that Japan is resisting the US direction for the "No-first use" policy in NPR (Nuclear Posture Review), thus becoming an obstacle in the realization of the policy.
However, we believe that this is the old policy of the former LDP government which was defeated by the recent election. We have already submitted our position paper on this matter to the new government, demanding that the new government hold a firm position and strong initiative toward nuclear abolition, by supporting the US "No-first use" declaration.
We make it clear that it is not our peoples’ consensus to object to your policies such as the "No-first use’ policy", limitation of nuclear use to against nuclear weapons, and the withdrawal of nuclear ’Tomahawk’ cruise missiles. Rather, we strongly support the "No-first use" policy and nuclear minimization moves after the `Prague statement.
We, citizens of Japan that experienced the first and only use of nuclear weapons in war, welcome and support your determination of nuclear abolition, and as our response, we request all the nuclear-possessing states to step toward a nuclear-free world together by nuclear abolition. We will keep working as Christian peacemakers, and we are confident that with this pledge that we, Japanese citizens, will never allow Japan to be a nuclear-armed state ever.
We extend our sincere hope that you, personally and as U.S. President, know that you are blessed by God, supported by the Lord of “peace that passes all understanding," the one who loves all creatures, even the smallest least powerful life, on earth. We pray that you will be given strength and courage to transform our world to become nuclear weapons-free, with peace and human dignity to all.
